Portland, Maine — At Prosperity Maine’s 16th annual Community Block Party, Deqa Dhalac, Co-Founder of Cross Cultural Community Services (CCCS) and State Representative, was honored with the prestigious “Commitment to Service Award.” This recognition celebrates Deqa’s visionary leadership and dedication to fostering equity, inclusion, and a profound sense of community throughout Maine.
In a heartfelt address, Claude Rwaganje, Executive Director of Prosperity Maine, highlighted Deqa’s impact. “When I talk about Deqa, to be honest, I get emotional. She’s the first Muslim woman to serve as a mayor in the U.S. and a state representative, and she approaches both roles with an unyielding passion for service. Deqa represents a belief in humanity—a commitment to building a future where everyone has a place.”
Deqa, humbled by the recognition, reflected on the shared purpose that drives her work. “This award means so much to me—not just as a personal honor, but as a celebration of the community we have built together. Our success is a reflection of what can be achieved when we unite, uplift one another, and create space for every voice to be heard. When I say ‘our community,’ I mean everyone—every person, every family, every story. Together, we inspire each other to build a future filled with hope, opportunity, and belonging for all.”
